Disengagement: A Comprehensive Plan

Some of the Palestinian and Arab hopes pinned on the American administration throughout Bush's second term in office are vanishing rapidly. Despite the compliments to the new Palestinian leadership, Bush found nothing to offer other than his approval on holding the presidential elections and postponing the issue of establishing a Palestinian state from 2005 until the end of his second term in 2009, without absolute commitment to the matter. Furthermore, he ignored the issues of settlements, the Separation Wall and military hostility. If the fate of the former clear commitment is total disregard, what is the fate of the new mysterious pledge? I believe that the answer is predetermined. 

Bush's vision confirmed the necessity of the rise of a democratic Palestinian Authority (PA), which should forcefully fight terrorism. The PA must be prepared to accept the coming negotiations to be independent or at least take into consideration Sharon's unilateral withdrawal plan from the Gaza Strip, in addition to Bush's pledge to Sharon. This means providing Israel with the right to define its borders according to its political, security, economic and religious needs. This matter approves Sharon's famous plan in furnishes the Palestinians with 42% of the occupied land through any final settlement and might possibly make the plan approved by America.

The crucial indication is the White House adopting Sharon's disengagement plan and promoting it as a great historic concession made by Sharon.

In order to be aware of just how crucial this disengagement plan is we need to refer to the following points:

Sharon's plan is comprehensive where the Palestinians cannot accept a portion of it which was confirmed by Sharon.

The disengagement plan is not Sharon's inclusive plan but instead part of a complete strategic plan known by the multiple stage long term solution and not just a mere revenge operation for the suicide attacks.

Sharon's strategic plan aims at eliminating the Palestinian cause through:

1-     Eliminating the entire National Palestinian Contemporary Movement and not Arafat alone. and hereby Arafat has gained martyrdom while the project resumes.

2-     Forbidding the possibility of establishing a real independent Palestinian state with Jerusalem as its capital.

3-     Forbidding the possibility of the rise of a dual national state.

4-     Altering the Palestinian awareness and toppling the Palestinian resistance by revealing the major Palestinian defeat that had resulted from the behavior of the resistance's course.

5-     denying the right to return, Jerusalem and joining the large settlements to Israel through any solution or final agreement.

6-     Dismantling the unity of the occupied Palestinian territory specifically by separating Gaza from the Bank and eliminating the people's unity and thus turning the Palestinians into numerous sects.

The unilateral disengagement plan can only be implemented forcefully; unless a Palestinian side appears to be prepared to participate in implementing the single Palestinian solution. We must not be fooled by the talks that appeared after Arafat's death regarding the possibility of coordinating the implementation of the disengagement plan with the Palestinian leadership. Sharon's plan is an alternative to the Roadmap and was established based on the destruction of it with an aim of legally freezing the peace operation indefinitely. The current bad situation remains better than implementing Sharon's plan which leaves the door open to pressure Israel and to propose international initiatives and thus permit larger international interference. Israel requires a frail, illegal and powerless PA in order to dictate its conditions and thus provide a situation that strengthens the local and tribal leaderships, thus weaken the central Palestinian leadership.

Finally we confirm that the disengagement plan is the outcome of Israel's incapability to accomplish its objectives in establishing Greater Israel. Nevertheless, it is a low-fat plan loaded with venom and one cannot have the fat without the venom. As such, it is of the "take it or leave it" nature. Moreover, there is a possibility of foiling this plan if the Palestinians know how to unite in confronting it.
