Rice and Renovation

Ghassan Charbel     Al-Hayat     2005/01/19

No one can ignore what is taking place at the White House, which affects the present and future of the world. The American president's resolutions concern the nearby and distant countries. America is every country's neighbor, regardless of the continent it is on; since in addition to the American ambassador, who grants the good-behavior a certificate, there are also the satellites, which observe and eavesdrop along with the fleets that plough the oceans. The Kremlin's Czar cannot possibly ignore what is taking place at the white office. He needs his weary partner whether in matters of maintaining the nuclear arsenal or resuming the training of the Chechen resistance. Nor can China ignore the American player regarding the trade file, along with Taiwan's fate.

America is a superpower and a super problem. Iran cannot go back to its normal status amongst the international community without passing the American test. It is impossible for the Palestinians to obtain their independent state unless an American envoy delivers the keys. Syria cannot escape UNSC Resolution 1559 crisis without an American exit. The American policy is biased and cruel but the facts confirm that the American role is necessary to extinguish the fires, especially if American partiality is what caused them to erupt.

Europe is struck by the complex of the American role. The European continent has no interest in clashing with the American giant for economic and security reasons. Nor does it have an interest in being a mere soldier called upon to war by the American general. Mighty America is causing frets in the old continent since power pulls towards solidarity. A weak America is also worrisome since the alternatives are unavailable.

During his first term in office, George Bush dragged the world into a universal war he named "war on terror" in which Osama bin Laden triggered the first bullet. Alongside America, other major powers headed towards this war, regardless of the various paces. However, the Iraqi station planted the deep misunderstanding between America and its old allies same as it did with its new associates.

During the beginning of George Bush's second term, the destruction in the international relations seems quite vast where the uncertainty in America's relation with the world also seems wide. Hence Condoleezza Rice, who is preparing to replace Colin Powell, is invited to lead a large renovation operation. The restoration of the relations with Europe, controlling the deterioration of the relations with Russia, and preserving the understanding rules with China. However, something is more dangerous. The United States is striking terrorism; however, its method is producing new generations of terrorists. Terrorism cannot be blocked without treating tyranny and diminishing poverty. Perhaps this is behind Condoleezza Rice confessing that the time has come for diplomacy. Evidently, Rice needs active diplomacy and less partiality in order to be capable of restoring what the policy of the first term has destroyed.
